The Leasing Services DPS facilitates access to financial funding for members’ assets through experienced lessors and assistance provided by contracted Leasing Advisors at UniLink Finance Ltd.

A wide range of leasing options are available across four lots, for any and all assets an institution may seek to obtain funding for.

All mini-competitions will be conducted through the Sourcing Cloud platform. Any competition issued under this DPS Agreement should be managed by the CPC appointed Master Lease Vendor, UniLink Finance Ltd.

What are Dynamic Purchasing Systems (DPS)?

A DPS is a procurement tool for works, services and goods. Dynamic purchasing systems are explained in more detail on our DPS page.

How can contractors apply to be included on the CPC Leasing Services DPS?

The DPS is being managed through the Sourcing Cloud tendering platform. Interested lessors need to create an account (if you don’t already have one) and then use the ‘Opportunity Search’ tool on the dashboard to navigate to the DPS using project reference ‘CA10962’. They will then need to download and complete the ‘Leasing Services DPS ITP Final version November 2022’ document, upload it to the portal and click ‘submit’. All applications will be evaluated within 14 calendar days.

How is the DPS operation funded?

A variable fee subject to drawdown value will be payable to the UniLink Finance Ltd by the successful Supplier and will be set out during the mini-competition stage. A percentage of this fee will be paid to CPC as a Marketing Premium. The fee will be variable based on the value of the Members’ proposed project and will range between 0.75% - 3.00%.

If a DPS supplier chooses not to bid for opportunities published via the DPS or are unsuccessful in their bids for DPS works or projects, there will be no fee due.

These payments help support the management and marketing of the agreement to our members and users from the wider public sector. These requirements are detailed within the Leasing Services DPS ITP document which applicants are required to complete and return to us in order to apply for a position on the DPS.
