Compliant with Public Contract Regulations 2015 - Users with a Security Services requirement with a total value in excess of the threshold (£663,540 for services falling under the Light Touch Regime as of January 2020) can be assured that this framework is fully compliant with all relevant regulations.
  2. Direct Award & Further Competition Mechanisms - As a result of our pre-market engagement with stakeholders, we have provided framework users with choice of Direct Award and Further Competition mechanisms to identify their preferred Security Contractor. This flexibility will give users greater control of their process and enable them to better demonstrate best value has been achieved for their institution.

  4. Safeguarding & DBS - All framework contractors have been assessed and evaluated in terms of their approach to safeguarding. The framework contractors understand the importance of delivering high quality and safety-driven services, whilst recognising their duty of care to protect customers (students, staff and the general public) and employees from foreseeable risks associated with working on site.
  5. Regional Sub-Lotting – Social Value - The framework has been sub-lotted by region for a number of reasons. Breaking down frameworks into distinct smaller regions gives better opportunities to SME’s and will ensure that the social value benefits generated from a project are retained within the region. Equally, working with locally based contractors allows for a more quality driven and responsive service from framework contractors.
  6. User Approved - In order to ensure the framework fully reflects user’s requirements in this area, extensive pre-market consultation was undertaken with Estates and Facilities officers within CPC member institutions. The framework is endorsed by these officers.
  7. Support and assistance from CPC Contract Manager - Users of this framework will be supported and assisted by a dedicated contract manager to resolve any queries and issues that arise during the course of the agreement.
  8. Detailed User Guides and Further Competition templates - A range of guides and templates will enable users of the framework to comprehensively articulate their requirements to the framework contractors
