Perform and manage a further competition exercise on one of the many frameworks that are available through CPC.

Under Procurement Regulations in respect of framework agreements, if there is more than one supplier you are typically required to carry out a further competition exercise. In running a further competition (sometimes referred to as a mini competition) you must give opportunity to all eligible suppliers to submit a proposal in response to your requirement; the CPC Quote Tools can help you to manage this process.

CPC are delighted to be able to offer members two tender tools to meet differing requirements:

The CPC Quote Tool is a quick and easy to use tool that members know and love, which is best used for simple or low value procurements.

The CPC Sourcing Cloud is a more comprehensive procurement tool, offering enhanced features for more complex procurements and should be used for all mini competitions that exceed £214,904.

* In order to comply with Procurement Regulations, the CPC Quote Tool should not be used for mini competitions that exceed the relevant procurement thresholds for different member institutions. For the majority of CPC members (Schools, Academies, MAT’s, 6th Form Colleges & Universities), this threshold is £214,904 inc. VAT. For English FE institutions, following the reclassification of these institutions as central government authorities in November 2022, a new lower threshold of £138,760 inc. VAT has been introduced (for the avoidance of doubt, Scottish and Welsh FE institutions have not been reclassified and are subject to the £214,904 threshold). Members with a requirement exceeding these thresholds should run these mini competitions through CPC Sourcing Cloud or their own e-tendering system that has functionality to allow electronic tender returns. More information on the Regulations concerning electronic communications is available on FELP.

* It is the user's responsibility to ensure that the tool is used compliantly and that all relevant suppliers have received notice of the request. CPC shall not be held responsible for errors or omissions that cause compliance concerns for the user if the user has not checked for, and actioned anomalies.
